„Easy Ride II“ helps unaccompanied minors to start new life |

 In January 2010 OPU started implementing the project „ Easy Ride II“ with the financial support of European refugee fund and Czech Ministry of Interior, which builds on the Easy Ride project, implemented last year. The project´s aim is to prepare UAM’s when transiting from institutional care to privacy and to secure their successful integration. In the frame of the project the UAM’s will be methodically prepared for leaving of Residential Centre for Children – Foreigners. They will be granted by legal and social counselling, assistance when looking for a suitable accommodation, work, educational courses, (re)qualification courses, etc. And thereinafter when leaving Residential Centre they will be accompanied when negotiating with authorities, they will get financial support for educational courses, (re)qualification courses and for furnishing apartments, etc. The project activities will last till December 2010. |

Czech language courses for foreigners in Beroun |

 On 23. April 2010 the Organization for Aid to Refugees has started realisation of Czech language courses for foreigners in Beroun. On the first lesson participated 12 foreigners, all from Mongolia. The course will take approximately 3 months, the lessons are held twice a week. The teacher is from language school Polyglot. The courses are held in the frame of project "Uplatněte se!", supported by the Operational Programme Human Resources and Employment (European Social Fund). |

OPU at a conference in Athens on implementing the Dublin Regulation of EU asylum law |

Organization for Aid to Refugees (OPU) participated in the conference Dublin Regulation - Implementation, issues, prospects taking place on 30 March 2010 in Athens. The EU Dublin Regulation defines criteria for determining which EU Member State is responsible for examining asylum application - usually the state issuing a visa to the person concerned or a state which the applicant entered first on his way to seek protection within the EU. Participants in the conference including representatives of the Greek Ministry of Interior, UNHCR, ECRE and a number of NGOs agreed that the current Greek asylum system does not ensure proper reception and protection to refugees sent back to Greece on the basis of the Dublin Regulation. The Dublin Regulation as such is a dangerous tool sending asylum seekers to EU states which are not able to provide them protection. The Regulation puts too heavy burden on Member States at the EU external borders at south and east and forces refugees to rely on risky services of smugglers in order to reach a safe EU Member State. OPU, represented by its Director Martin Rozumek, criticized above of all the Czech practice of surprising asylum seekers, who have no clue about the ongoing Dublin procedure, during the night, delivering them the Dublin decision in the presence of an ineffective NGO legal assistance and sending them immediately to the responsible EU Member State. The reason for such a procedure could be a fear of absconding but OPU finds this fear unrealistic since refugees subjected to the Dublin procedure are almost always held in closed and heavily guarded reception centers at Prague airport or in Zastavka. However, the right to information is stipulated by the Dublin Regulation itself and an advance information about the transfer would enable to make necessary arrangements in the recieving country to address specific needs of asylum seekers and ensure proper follow-up by state and non-state actors in the responsible Dublin state.
