OPU´s contribution to the national Human Rights Report Print E-mail

Government Commissioner for Human Rights Mr. Jan Litomiský requested OPU to contribute to the Report on State of Human Rights in the Czech Republic covering the year 2006. A summary of OPU´s main concerns regarding the respect to human rights of refugees and immigrants is attached (only in Czech language).

OPU critizes the proposed amendment to the Asylum Act Print E-mail

Organization for Aid to Refugees (OPU) sent to the Ministry of Interior its objections to the proposed amendment of the Asylum Act. OPU is against the proposed changes in the asylum procedure at the airport which are considered as a reaction to the recent violent escape of Egyptian asylum seekers from the detention center in Velké Přílepy near Prague. The proposed procedure, if enacted, would have to be seen as an unfair administrative procedure. Ministry proposes to limit the access of refugees to legal aid as well as make it impossible for them to keep their mobile phones with them. The Ministry also proposes to appoint the Regional Court in Prague as the only competent court to deal with any legal actions against the negative asylum decisions of the Ministry since the Regional court surprisingly speedily rejects all claims of refugees. In principle, OPU disagrees with establishment of a special regime for refugees at the airport. OPU points out that in last years no one single refugee at the airport has been granted asylum and a number of asylum cases are rejected within few days with an aim to deport the claimant by the earliest available plane back to his/her country of origin. OPU is going to approach with its comments also the members of the Czech Parliament.

OPU Comments to Amendment of the Aliens Act - November 2006 Print E-mail

OPU submitted its comments regarding the proposed amendment of the Aliens Act to the Ministry of Interior and other state institutions. We disagree above all with the restriction of the right of asylum seekers whose cases are pending for 4 years to apply for permanent residence permit in the Czech Republic. OPU also objected the Ministry´s plan to restrict the access of  detained asylum seekers and illegal foreigners to legal aid provided by NGOs. Detailed comments in Czech available in the attachment.

Government Council for Human Rights adopted our proposition on access of all children to education Print E-mail

We are pleased to inform you that the Committee for Rights of Foreigners of the Czech Government Council for Human Rights adopted a proposition of OPU and the Counselling Center for Refugees (PPU) to ensure access to education for all foreign children regardless their legal status in the Czech Republic. Pavla Rozumková from OPU and Pavla Burdová-Hradečná from PPU drafted a report on access to education for children without legal status in the Czech Republic. According to the report, the Czech Education Act is not in line with international treaties to which the Czech Republic is a party, and we believe that the Act will be amended soon. The report is one of the results of the Regularization project supported by the NROS Foundation, People in Need Foundation, OPU, PPU and Multicultural Centre Prague are the partners in the project.
