The Consortium of Refugee Assisting Organizations was established in September 2010 within the three-year program of the Czech Helsinki Committee financed by an EIDHR (European Instrument for Democracy and Human Rights) grant. When the project closed successfully in March 2003 the member organizations decided to register the Consortium as an independent legal personality. The Consortium maintained this form until the end of 2009 when, after a few months of inactivity, it changed its Articles and made a fresh start.
